TPZ Opportunity Housing Edition
We begin our newsletter with our new monthly segment “Just the Facts.” Woodbridge is a town of diverse views and ideas, and it is the goal of the WDTC to ensure that all residents are armed with facts, and not swayed by misinformation, to enable careful deliberations resulting in informed decisions on the future of Woodbridge.
This month’s topic: TPZ Opportunity Housing Regulations amended on Dec. 2, 2024.
Sec. 3.2 Opportunity Housing (3 or more units):
Is limited to very specific and limited areas within Zone A that have both public sewer and public water, and requires a special exception granted by TPZ
Is not permitted in public water supply watershed, no special exception available
Amended regulations increased units per acre from 15 to 18
Amended regulations increased maximum lot coverage from 22.5% to 30%
Amended regulations increased maximum number of stories from 2.5 to 4
The affordability requirements as amended offer two alternatives:
20% deed restricted affordable units all at 80% AMI, or
12% deed restricted affordable units, with 50% at 80% AMI and 50% at 60% AMI
Note: These regulations replaced the original mandate of 20% deed restricted units with 50% at 80% AMI and 50% at 60% AMI. To date the Fountain Street development is the only development application received since the original affordability regulations were enacted in June of 2021.
What is AMI (Area Median Income)?
Based on New Haven County not Woodbridge, AMI is currently $116,125 for a family of four, and approximately $81,312 for an individual.
What is Affordable Housing?
Housing that costs no more than 30% of a family/individual income
For example, an 80% AMI rental unit translates to an income limit of $92,000 for a family of four (80% of $116,125) and $65,050 for an individual (80% of $81,312), with a rent limit of $2,323 for a family of four and $1,512 for an individual
Currently Woodbridge has under 2% affordable housing stock
Can the BOS or First Selectman impose or overturn TPZ regulation changes?
No. TPZ is an independent and autonomous entity that is authorized by Connecticut General Statute Sec. 8-2 to establish, change, and enforce zoning regulations within the limits of the municipality.

In light of the ORTC letter written to the Amity BOE last month demanding our district to remove all DEI initiatives in compliance with Trump’s unconstitutional Executive Order, we must send a clear message to the Board; there is no place for hate here.
